Senators continue their study on challenges and potential solutions related to First Nations infrastructure on reserves. Robert Scott Serson, former deputy minister of Indian Affairs and Northern Development, discusses the two percent cap on First Nations spending and the impact of that cap on infrastructure funding. He expresses regret for his part in implementing the cap in 1996. Julie Cafley, vice-president of the Public Policy Forum, outlines her organization’s project on First Nations access to capital for major infrastructure and resource development opportunities.
