The party’s catastrophic election performance led to Campbell’s resignation in December 1993. Jean Charest, one of two Tory MPs left in the House of Commons, became interim leader one day later at the party executive's request.
THE CONVENTION
Charest promised conferences to develop new policies and spoke of taxes, immigration, and the threat of Quebec separatism. The motto was “Jumpstart 95.”
Progressive Conservatives decided to create a new constitution, including a national council to gain more input from members. They also agreed to change the leadership voting rules and adopt a points system.
THE VOTE
Charest was confirmed as permanent leader by a vote of 1,187 (96%) to 49 (4%).
