Senators begin their review of Bill C-15 with testimony from Defence Minister Peter MacKay. The legislation aims to improve the military justice system.

Major-General Blaise Cathcart, judge advocate general of the Canadian Forces, Vice-Admiral Bruce Donaldson, vice-chief of the defence staff, and Colonel Tim Grubb, the Canadian Forces' provost marshal, also appear.

The committee also conducts its clause-by-clause consideration of a child kidnapping bill (C-299).
