On November 22nd and 23rd, 2010, The International Institute of Communications Canada held their Ninth Annual Conference in Ottawa. In the opening keynote address on November 23rd, the Minister of Human Resources and Skills Development, Diane Finley, outlined the skills and learning aspect of the digital economy.
