B.C. Decriminalization of Hard Drugs in Public Revoked – May 7, 2024
Ottawa finally agreed to British Columbia's request and once again banned the use of illicit drugs in public. On April 26 of this year, the province approached Health Canada and asked them to change their exemption under a pilot project. Since then, the Liberal government has been under fire from the Conservatives. Our host Catherine Lafrance discusses this with MPs Élisabeth Brière (Liberals) and Luc Thériault (Bloc Québécois). The Office of the Commissioner of Official Languages of Canada has tabled its annual report. There has been a sharp drop in the number of complaints compared to last year. However, the vast majority once again concerns transportation, which comes under federal jurisdiction. Although it has fewer complaints compared to 2022-23, Air Canada still leads with 130 complaints, far ahead of the RCMP with 48. In his report, Commissioner Raymond Théberge blames federal institutions for their lack of cooperation, both for the language of service and for the right of public servants to work in their language. Catherine Lafrance looks back on this record with Raymond Théberge. Journalist and political analyst Paul Wells releases his book entitled “Justin Trudeau on the Ropes,” which is published by Sutherland House. The book hits book stores today. The author looks at Justin Trudeau’s journey to the leadership of the Liberal Party and analyzes what led to his subsequent falling popularity. He discusses with Catherine Lafrance.

B.C. Drug Policy, Pharmacare Bill – May 7, 2024
Mental Health and Addictions Minister Ya'ara Saks announces the federal government has approved the B.C. government's request to recriminalize the use of illicit drugs in public spaces. The request comes one year into the province's three-year drug decriminalization pilot project. NDP House leader Peter Julian and Leah Gazan, the party's critic for women and gender equality, speak ahead of the vote in the House of Commons on the the federal government’s pharmacare legislation. Bill C-64 is currently at second reading. Liberal MP Francis Drouin is asked about his recent remarks to two witnesses testifying before the House of Commons official languages committee during its study of federal funding for minority-language post-secondary institutions. Conservative MP Joël Godin also speaks about Drouin's comments. NDP deputy leader Alexandre Boulerice and Peter Julian comment following Bill C-64's adoption at second reading. Federal Ministers on Budget Measures that Address Climate Change – May 7, 2024
Finance Minister Chrystia Freeland holds a news conference on Parliament Hill to highlight measures from the federal budget that aim to address the impacts of climate change. She is joined by Emergency Preparedness Minister Harjit Sajjan, Natural Resources Minister Jonathan Wilkinson, and Environment Minister Steven Guilbeault. Responding to questions from reporters, Ministers Guilbeault, Wilkinson and Freeland comment on the federal government’s proposed amendments to the Impact Assessment Act. The proposed changes come following the Supreme Court of Canada's finding that the Act exceeded federal jurisdiction and was largely unconstitutional. Freeland and Sajjan also face questions on the Indian government’s reaction to the RCMP arrests made in the killing of B.C. Sikh leader Hardeep Singh Nijjar.
India’s High Commissioner to Canada Discusses Bilateral Relations – May 7, 2024
Sanjay Kumar Verma, India’s high commissioner to Canada, addresses the Montreal Council on Foreign Relations on the subject of current and future relations between the two countries. Following his remarks, he takes part in a discussion with Concordia University’s Rahul Ravi. Tensions between India and Canada have been strained following Prime Minister Justin Trudeau’s allegations of India’s link to the June 2023 killing of Canadian Sikh leader Hardeep Singh Nijjar in Surrey, B.C. In Ottawa, NDP MP Leah Gazan discusses her private member’s bill (C-223) to establish a national framework for a guaranteed livable basic income. The legislation is set to be debated in the House of Commons on May 8. Canada's commissioner of official languages Raymond Théberge holds a news conference in Ottawa following the tabling of his annual report for 2023-2024. The commissioner also outlines the timeline for implementing his office’s new tools. His office was granted new powers such as compliance agreements and orders following the passage of the federal government's bill to modernize the Official Languages Act. Passed in June 2023, Bill C-13 also added a new act to protect the use of French in federally regulated private businesses in Quebec. (May 7, 2024)
